Private Organizations

Private Organizations (POs) are self-sustaining, special interest groups—such as spouses’ clubs, booster clubs, or youth sports leagues—established by individuals (including service members, civilians, contractors, and families) acting outside their official capacities. They may only operate on Department of the Air Force (DAF) installations with the written consent of the Installation Commander. (DAFI 34-106, para 1.1.)

As non-Federal entities, POs are not Nonappropriated Fund Instrumentalities (NAFIs) under AFMAN 34-201. Consequently, they do not possess the sovereign immunities, privileges, or official standing of NAFIs or the DAF. (DAFI 34-106, para 1.2.)

Unofficial activities are small groups that are not required to apply for formal Private Organization status unless their current assets (consisting of cash, receivables, and investments, but excluding on-hand inventory) exceed a monthly average of $1,000 over a three-month period. All requests, advertising, and any Private Organization correspondence require the following disclaimer:

“THIS IS A PRIVATE ORGANIZATION. IT IS NOT PART OF THE DEPARTMENT OF DEFENSE OR ANY OF ITS COMPONENTS AND IT HAS NO GOVERNMENTAL STATUS.”

It is not authorized to use government e-mail to advertise Private Organization events or information.

Do not begin advertising until your fundraising request has been approved.

Establishing a Private Organization
In accordance with DAFI 34-106, establishing a new private organization requires the group to submit a formal request for certification. This ensures your organization operates in full compliance with all applicable guidelines.

1. Letter Requesting to Establish a Private Org

A formal letter initiating your request to establish the organization.

2. President Letter and Checklist

The completed setup checklist signed by the organization’s officers.

3. Constitution and/or Bylaws (DAFI 34-106, para 4.1)
These must undergo a mandatory legal review by the servicing Judge Advocate before final approval by the Mission Support Group Commander (MSG/CC).

4. Proof of Liability Insurance or a Waiver Request (DAFI 34-106, para 5.16)

Private organizations must maintain liability insurance. Waiver requests must be routed through the Legal Office to the MSG/CC for annual re-evaluation.

5. List of the Board of Governors/Officers  (DAFI 34-106, para 4.3.3)
A roster detailing the proposed leadership of your organization.

6. Proposed Annual Budget or Financial Statement  (DAFI 34-106, para 5.7.1)
A document detailing projected income, expenses, and financial plans for the first year.

Final Approval Process
Once all documents clear coordination and legal review, the Private Organizations Office will prepare the final approval memorandum for the MSG/CC’s signature, granting your organization official authorization to operate on the installation.

Fundraising

1. Review Regulations
Review DAFI 34-106 (Private Organizations Program) and DAFI 36-3101 (Fundraising) to ensure your planned event complies with all guidelines.

2. Submit the Fundraiser Request Form
Fill out the Fundraiser Request Form and submit it to the Private Organizations Office via email at: 52fss.events.orgs@us.af.mil.

3. Facility Manager Coordination
Route the form to the Facility Manager for venue approval.

4. Public Health Coordination
Required only if food is being prepared or sold. (Skip if not applicable).

5. Fire Department Coordination
Required only if active cooking or grilling (BBQ) is involved. (Skip if not applicable).

6. Legal Office (JA) Review
This is the final review step before leadership approval. Route your coordinated package to the JA org box at: 52fw.jaadm@us.af.mil.

7. FSS/CC or FSS/DD (Final Approval)
Once the Legal Office (JA) returns the signed form, return it to the Private Org Office to secure this final signature for approval from the FSS Commander or Deputy Director.

Special Conditions: AFAF and CFC Periods

If your fundraiser is scheduled to take place during the Air Force Assistance Fund (AFAF) or Combined Federal Campaign (CFC) periods, anException to Policy (ETP)is required.

The ETP must be signed by the FSS/CC or FSS/DD. Your organization must submit this ETP alongside the initial fundraiser request form to both the Private Org Office and the Legal Office.
